Trust in company-provided generative AI — tools designed to lighten workloads and boost creativity — fell 31% between May and July 2025, according to Deloitte's TrustID Index. Trust in agentic AI systems dropped an extraordinary 89% during the same period, as employees grew uneasy with technology taking over decisions that were once theirs to make.
This is not a technology failure. It is a leadership failure. Accenture's research found that while 95% of employees valued working with generative AI, they don't trust organisational leaders to implement it thoughtfully. McKinsey reports that 91% of organisations are unprepared to scale AI responsibly. The technology is arriving. The trust infrastructure required to make it work is not.
Employees are not categorically opposed to AI. They oppose AI integration that treats them as obstacles to be managed rather than partners to be equipped. The distinction matters enormously for how organisations approach the trust challenge.
Harvard Business Review's March 2025 analysis is direct: "Employees Won't Trust AI If They Don't Trust Their Leaders." The paper's central finding — that AI adoption sentiment reflects broader confidence in leadership — reframes the challenge entirely. When employees resist AI, they are not usually resisting the technology. They are expressing a trust deficit in the leadership deploying it. And as the WEF analysis notes, BetterUp's survey of more than 200,000 US workers found that employees' comfort in raising questions and concerns to leadership declined quarter over quarter since 2020. The research also identifies that "familiarity with AI's application in HRM and organisational collectivism is beneficial" — pointing to the importance of social proof and collective experience in ASEAN AI adoption, rather than the individual benefit framing that dominates Western AI communication.
In ASEAN's high power-distance cultures, employees do not primarily look to corporate communications for trust signals. They look to their direct manager. This means the AI trust architecture must invest disproportionately in equipping first-line and middle managers to carry the trust conversation — not just the C-suite. A CEO who communicates brilliantly about AI in a town hall, but whose middle management layer is unprepared, uninformed, and privately anxious about AI's implications for their own roles, will not build workforce trust. The middle manager is the trust lever. Investing in their AI literacy, their honest communication capacity, and their psychological safety to raise concerns upward is the highest-return trust investment available in ASEAN's organisational context.
