Trust in company-provided generative AI — tools designed to lighten workloads and boost creativity — fell 31% between May and July 2025, according to Deloitte's TrustID Index. Trust in agentic AI systems dropped an extraordinary 89% during the same period, as employees grew uneasy with technology taking over decisions that were once theirs to make.

This is not a technology failure. It is a leadership failure. Accenture's research found that while 95% of employees valued working with generative AI, they don't trust organisational leaders to implement it thoughtfully. McKinsey reports that 91% of organisations are unprepared to scale AI responsibly. The technology is arriving. The trust infrastructure required to make it work is not.

Why Employee AI Trust Fails:
Five Mechanisms Leaders Miss

Employees are not categorically opposed to AI. They oppose AI integration that treats them as obstacles to be managed rather than partners to be equipped. The distinction matters enormously for how organisations approach the trust challenge.

Harvard Business Review's March 2025 analysis is direct: "Employees Won't Trust AI If They Don't Trust Their Leaders." The paper's central finding — that AI adoption sentiment reflects broader confidence in leadership — reframes the challenge entirely. When employees resist AI, they are not usually resisting the technology. They are expressing a trust deficit in the leadership deploying it. And as the WEF analysis notes, BetterUp's survey of more than 200,000 US workers found that employees' comfort in raising questions and concerns to leadership declined quarter over quarter since 2020. The technology is being deployed into an environment of declining baseline trust — which makes every AI trust challenge structurally harder than it would have been in a higher-trust starting position.

Five Mechanisms Through Which AI Trust Fails
  • Transparency void: Employees are not told how AI systems work, what data they use, or how AI-generated outputs influence decisions that affect their roles. The academic literature on organisational AI transparency identifies this as the foundational trust condition — without it, no other trust-building measure lands. Organisational AI transparency encompasses "the degree to which employers clearly communicate what AI systems do, how they make decisions, the data they use, and the human oversight mechanisms in place." Most organisations have not achieved this baseline.
  • Integrity deficit: Leaders present AI as purely additive — a tool that will "help you work better" — when employees can observe that the reality includes role changes, headcount pressures, and skill obsolescence. The gap between what is said and what is experienced is read as dishonesty — and dishonesty is the fastest trust-destroyer available. Private Company Director research is explicit: trust "isn't built by issuing a mission statement or launching an internal campaign. It's built through consistent leadership action, clear communication, fair policies and a demonstrated commitment to employee development."
  • Leader competence gap: 65% of executives admit they lack the expertise required for GenAI-led transformation. When employees sense that their leaders do not understand the technology they are deploying, the implicit contract of "trust my judgment" breaks down. The HBR analysis argues that "employees won't trust AI if they don't trust their leaders" — and a leader who cannot answer basic questions about how their AI system makes decisions cannot ask for trust in that system's outputs.
  • Exclusion from design: PwC's analysis finds that "the most successful organisations are engaging employees early in the AI journey — co-designing new workflows, explaining not just what's changing but why." Organisations that deploy AI to their workforces without involving them in the design of how AI will be used generate a sense of being done-to rather than being done-with — and being-done-to destroys trust faster than almost any other organisational dynamic.
  • Absent accountability: When AI systems make errors, produce biased outputs, or generate decisions that employees perceive as unfair, the question of who is accountable becomes critical. Organisations that have not established clear AI accountability chains — who owns governance decisions, how errors are escalated, what human oversight is in place — leave employees without the basic assurance that the system has guardrails. Research consistently finds that governance measures "demonstrate that the organisation is serious about responsible AI, which reassures employees that adopting AI isn't just a tech fad."

Trust is not built through a single initiative or a policy document. It is built through a consistent sequence of leadership behaviours, governance actions, and communication practices — each stage building the foundation for the next.

Stage One
Diagnosis — Map the Trust Landscape Before Deploying Technology
What This Requires
Before any AI deployment, measure the current state of employee trust — not through annual engagement surveys, but through real-time behavioural metrics that capture authentic sentiment rather than socially desirable responses. The Deloitte TrustID methodology distinguishes four trust factors: humanity (do you care about us?), transparency (are you honest with us?), capability (can you do what you say?), and reliability (do you consistently deliver?). Each must be assessed at the team level, not just the organisational level, because AI trust is mediated by the direct manager.
Why Most Organisations Skip This
Diagnosis takes time and produces data that may be uncomfortable — specifically, data that reveals how wide the gap between senior leader perception and frontline reality actually is. The 18-point disparity between what senior leaders believe about employee AI trust and what frontline employees actually feel is produced precisely by the absence of honest diagnostic work. Leaders who skip diagnosis build their AI trust program on assumptions that the diagnostic data would have revealed as false.

Stage Two
Architecture — Build the Governance and Communication Infrastructure
What This Requires
Establish the governance structures before deploying the technology: a designated AI governance owner, an AI ethics policy with specific commitments (regular audits, bias monitoring, data protection, human oversight), and an AI governance committee with representation from HR, IT, legal, and — critically — frontline employees. The Asia Pacific Journal of Human Resources research confirms that "a trustworthy leader increases employees' AI trust and intention to adopt." The architectural work is about giving leaders the institutional credibility to ask for that trust.
The Communication Architecture
Leaders must proactively communicate — specifically and honestly — about the rationale behind AI adoption, its benefits, and any changes to job roles. Information Week's research is clear: "job insecurity is the primary driver of employee fear and anxiety, so creating opportunities to speak honestly and empathetically about it will help build trust." This communication must happen at the team level through direct managers, not just at the corporate level through town halls. In ASEAN's hierarchical cultures, employees look to their direct manager, not corporate communications, as the authentic signal of what the organisation actually intends.

Co-Design — Deploy AI With Employees, Not to Them
What This Requires
Involve employees in the design of AI workflows before implementation. PwC finds this is one of the most powerful trust-building mechanisms available — not because it gives employees control over the technology, but because it signals respect for their expertise and agency. The research on organisational AI transparency is consistent: employees want "the ability to understand how these systems work, influence how they're deployed, contest outputs that seem inaccurate, and craft their work in ways that leverage rather than succumb to automation." Co-design provides this agency structurally.
Leader Modelling
When leaders publicly model "appropriate AI skepticism and questioning" — articulating thoughtful questions about algorithmic recommendations, sharing examples where they overrode AI suggestions based on contextual judgment — they legitimise employee questioning and reinforce that AI systems are tools requiring human oversight. This is one of the most trust-building leadership behaviours available and one of the most consistently absent from actual AI deployment programs. Leaders who appear to unconditionally trust their AI systems do not build employee trust in those systems — they build the opposite.

Stage Four
Maintenance — Monitor, Respond, and Recommit
What This Requires
Trust is not a launch event — it is a maintenance discipline. The Deloitte TrustID data showing a 31% drop in AI trust in three months is evidence that trust built through initial deployment can be destroyed faster than it was constructed if the maintenance work is absent. Organisations must implement continuous trust monitoring through channels that surface authentic experience, not just compliance-with-the-survey. Regular board-level reporting on AI trust metrics — not just technical performance metrics — must become part of governance practice.
Reskilling as Trust Signal
The most powerful trust-maintenance mechanism available to organisations deploying AI is a visible, funded, and personally championed reskilling commitment. When boards commit specific resources to employee development in AI-adjacent skills — and when C-suite leaders personally champion those programs — they send the benevolence trust signal that more than any communication can provide. Microsoft's US$1.7 billion AI investment in Indonesia, which explicitly included training 840,000 people in AI skills, is the model: the investment in people at scale was as trust-building as the investment in technology.

Why the ASEAN Context Demands
A Different Trust Architecture

The universal trust-building principles above apply in ASEAN — but they require cultural adaptation to function. What lands as trust-building in a Western low-PDI culture can land as threatening in ASEAN's high-PDI, face-saving context.

The Asia Pacific Journal of Human Resources research on AI trust in ASEAN contexts finds that "initial trust plays a crucial role in AI adoption, and a trustworthy leader increases employees' AI trust and intention to adopt." The research also identifies that "familiarity with AI's application in HRM and organisational collectivism is beneficial" — pointing to the importance of social proof and collective experience in ASEAN AI adoption, rather than the individual benefit framing that dominates Western AI communication.

In ASEAN's high power-distance cultures, employees do not primarily look to corporate communications for trust signals. They look to their direct manager. This means the AI trust architecture must invest disproportionately in equipping first-line and middle managers to carry the trust conversation — not just the C-suite. A CEO who communicates brilliantly about AI in a town hall, but whose middle management layer is unprepared, uninformed, and privately anxious about AI's implications for their own roles, will not build workforce trust. The middle manager is the trust lever. Investing in their AI literacy, their honest communication capacity, and their psychological safety to raise concerns upward is the highest-return trust investment available in ASEAN's organisational context.
