Dr. Anthony Moody leads Service 03 — Individual & Organizational Assessments — at Mahat Advisory. He is an independent consultant psychometrician specialising in measurement validity, reliability, responsiveness and differential item functioning, combining classical test theory with modern Item Response Theory and Rasch measurement.

His authority is institutional, not asserted. Educated at the University of Cambridge and awarded a DPhil from the University of Oxford, he spent sixteen years as a Senior Civil Servant in central UK Government leading multi-disciplinary analytical teams. In 2024 he served as Lead Psychometrician at the UK Cabinet Office, scrutinising the validity and item quality of the tests used to recruit into the UK Civil Service across hundreds of thousands of applications.
